This report is the result of a stakeholder partnership between businesses, non-governmental organizations, governments, and others forged by the World Resources Institute and the World Business Council for Sustainable Development. The goal of this partnership is to develop internationally accepted standards for the accounting and reporting of greenhouse gas emissions for businesses. This document is a revision of a previous report with some added information and guidelines for use by businesses as well as case studies.

With the release of New York City’s first comprehensive greenhouse gas inventory in April 2007, the city used this information to set ambitious carbon reduction targets for the coming years. Since carbon accounting continues to evolve, New York City updates its calculations for these targets each year. This report contains the carbon emissions inventories for 2009 for both the city as a whole and the municipal government operations. The report begins by looking at individual contributors to emissions such as transportation and electricity consumption as well as drawing a link between greenhouse gas emissions and climate change before going into the 2009 inventory.
